14. Het opzetten van screeningsprogramma’s

Abstract

Het voorkómen van ziekten of het gedeeltelijk wegnemen van gebreken kan de kwaliteit van het leven op elke leeftijd verhogen. Iedereen profiteert van betere lichaamsfuncties, een minder frequent optreden van acute aandoeningen, langere perioden zonder klachten en een kleinere behoefte aan lange-termijnzorg.1,4 Preventiestrategieën kunnen ook bijdragen aan het in de hand houden van de kosten van de gezondheidszorg. In 1988 was twaalf procent van de bevolking van de Verenigde Staten ouder dan 65 jaar (in 1996 was in Nederland 13,2 percent van de bevolking ouder dan 65 jaar) maar werd aan deze bevolkingsgroep meer dan dertig procent van de beschikbare gemeenschapsgelden voor gezondheidszorg besteed.2 De privé-uitgaven voor gezondheidszorg van ouderen bedroegen 73 miljard dollar, wat neerkomt op een gemiddelde van 2394 dollar per persoon.2,3 De uitgaven voor gezondheidszorg stegen van dertien procent van het besteedbare inkomen van ouderen in 1977 tot gemiddeld meer dan achttien procent in 1988. Aangezien ouderen de snelst groeiende bevolkingscategorie vormen, geven deze cijfers aan dat het noodzakelijk is onderzoek te doen naar mogelijkheden om de kosten omlaag te brengen, zoals gezondheidsbevordering en ziektepreventie. In de komende 25 jaar zal het aantal mensen boven de zestig verdubbelen en zal de groep ouder dan 85 jaar sneller groeien dan alle andere leeftijdscategorieën.5
