17 Marktgerichte strategieën voor implementatie en landelijk implementatiebeleid

Samenvatting

  • Een hogere financiële vergoeding en een lager financieel risico voor zorgaanbieders kunnen leiden tot een groter volume van verrichtingen (en vice versa), hetgeen in sommige situaties implementatie kan ondersteunen.
  • Kwaliteitgeoriënteerde vergoedingen (pay-for-performance) voor zorgaanbieders hebben gemiddeld een klein positief effect op implementatie van bepaalde werkwijzen.
  • Een groter financieel risico voor burgers/patiënten (via bijbetaling) kan leiden tot verminderd gebruik van zorg (en vice versa), maar dit betreft zowel overbodige als gewenste/gepaste zorg.
  • Transparant maken van het zorgaanbod draagt in theorie bij aan marktwerking, maar individuele burgers en patiënten maken nu nog weinig gebruik van de beschikbare informatie.
  • Zowel versterking van concurrentie als bescherming tegen concurrentie kunnen bijdragen aan de ontwikkeling en implementatie van vernieuwingen.
  • Regelgeving en stimuleringsmaatregelen kunnen worden ingezet door beleidsmakers, maar de effecten hiervan zijn nog onderwerp van onderzoek.
  • Implementatiebeleid van een land omvat activiteiten op verschillende gebieden, waarbij rollen zijn weggelegd voor (potentiële) gebruikers van kennis, onderzoeksfinanciers, onderzoekers, en intermediaire groepen.
  • Belangrijke componenten van landelijk implementatiebeleid zijn onder meer: activiteiten op verschillende domeinen (kennisontwikkeling, kennisverspreiding, kennistoepassing), systematische bundeling van beschikbare relevante kennis, evaluatie van de impact van implementatieactiviteiten, en programma’s om alle betrokkenen te trainen op het gebied van implementatie.
