Proceeding from the observation that demands for a more ‘integrated’ or ‘coherent’ marine policy are now frequently made by academics and practitioners alike, the author examines three questions. First, what is the precise meaning of the concept ‘integrated policy’? Second, why — if at all —should marine policies be integrated? Third, how can policy integration be accomplished?
