Abstract

The number of children in foster care has been rising despite the implementation of policy and legislation designed to reduce its growth. Many children enter care unnecessarily. In the early 1980s the Edna McConnell Clark Foundation dedicated it Program for Children to reduce the number of unnecessary placements of children in foster care. Family Preservation Services have proven the most successful approach to reducing unnecessary placements while providing safety to children at risk.
