Samenvatting

De manier waarop kwetsbaarheid in meetinstrumenten geoperationaliseerd wordt, is sterk afhankelijk van het onderliggende theoretische concept. Twee uitersten in denkwijze zijn de methoden die kwetsbaarheid benaderen als een medisch syndroom en benaderingen waarbij kwetsbaarheid gezien wordt als een risk factor approach, het idee van opeenstapeling van tekorten. Tussen deze twee uitersten zijn veel variaties mogelijk. Een groot gedeelte van de meetinstrumenten heeft enkele factoren geselecteerd die vanuit het gebruikte theoretische concept geacht worden het meest voorspellend te zijn voor kwetsbaarheid. In een tabel wordt een (niet uitputtend) overzicht gegeven van een aantal internationaal meest toegepaste meetinstrumenten op het gebied van kwetsbaarheid en meetinstrumenten die inzicht geven in de grote variatie ten aanzien van de inhoud en uitvoering van de verschillende metingen. Drie veel gebruikte methoden om kwetsbaarheid te meten, worden in meer detail besproken.
