22. Evaluatie van het proces van implementatie

Samenvatting

Procesevaluatie geeft inzicht in het verloop van processen en determinanten van effecten, wat vooral zinvol is als de effecten van een interventie zijn bepaald. Procesevaluatie is een belangrijk hulpmiddel voor het (gedetailleerd) beschrijven van de ontwikkelde implementatiestrategie, de daadwerkelijk uitgevoerde strategie, de factoren en omstandigheden die invloed hebben op de uitkomsten en de ervaringen van de deelnemers. De procesevaluatie in een pilotstudie is van belang om antwoord te geven op vragen met betrekking tot de haalbaarheid en de toepasbaarheid van de invoering, eventueel resulterend in een aanpassing van de implementatieactiviteiten. In een experimentele studie levert de procesevaluatie voornamelijk informatie op die gebruikt kan worden ter verklaring van de uitkomst – succes of falen – van de strategie. In grootschalige implementatieprogramma’s verschaft de procesevaluatie met name informatie over de daadwerkelijke uitvoering van programmaonderdelen en de deelname aan en ervaringen met het programma. Het vaststellen van de integriteit van een strategie is een belangrijk onderdeel van een procesevaluatie. Dit omvat onder meer het vaststellen van de dosis (omvang en intensiteit van interventies) en de relatie tussen dosis en uitkomsten. Er bestaan uiteenlopende raamwerken van procesevaluatie, die aangeven over welke onderwerpen gegevens moeten worden verzameld. In een procesevaluatie kunnen zowel kwalitatieve als kwantitatieve methoden van dataverzameling worden gebruikt. In sommige procesevaluaties worden beide methoden gecombineerd (mixed methods).
