Talking about NHS trust deficits during a television interview recently, health secretary Patricia Hewitt said the problem was that hospitals had been spending more money than they could afford. Unfortunately, the obvious follow-up question did not come: had these managers been spending more money than was necessary to meet the health needs of their local populations?
