Inleiding

In de vakpers is er relatief veel belangstelling voor de mate van sociale kwetsbaarheid en de opstapeling van problemen die de doelgroep van de oggz kenmerkt. Veel minder aandacht is er voor de vraag hoe het komt dat de voorzieningen deze mensen niet bereiken. Hoe is het gesteld met de signalering, de opmerkzaamheid, de toegankelijkheid, de vasthoudendheid, de responsiviteit, de flexibiliteit en de coördinatie van zorg die nodig is om mensen met beperkingen te ondersteunen? En hoe zit het met de gebiedsgerichte betrokkenheid van dienst- en hulpverleners? Kennen zij elkaar, vertrouwen zij elkaar? Lukt het hen om een sluitende keten te vormen, zodat ze samen integrale hulpverlening kunnen bieden? De oggz lijkt zo’n mooi gebaar van medemenselijkheid. Een vangnet voor mensen die tussen wal en schip dreigen te geraken, daar is toch niks mis mee? Dit lijkt inderdaad zo. Toch kan er ook anders naar de oggz gekeken worden. In dit laatste en afsluitende hoofdstuk gaan we in op de oggz ‘als doekje voor het bloeden’, als ‘stoplap voor falende systemen’, de oggz als een voorziening waar kritisch naar gekeken kan worden.
