Abstract
The measurement of health is inevitably tied to two inter-linked issues: how health is defined and the purpose for which the measurement is required. Just as it is easier to define disease rather than health so most people who set out seeking to measure health end up measuring departures from health. Accordingly, the ultimate departure from health, death, has long-standing credibility as a useful measure of a nation’s health.
